My suggestion for a plot/backstory is as follows:
The US Government have a laboratory complex in PA where they're working on a new super-bioweapon; something that would give them a tool to use as a stranglehold on dangerous nations around the globe; particularly the ones with nuclear capabilities. however, during the development process, at the point where the Virus was at roughly 79% completion, one of the enemy governments got information via a spy within the complex. they send in a squad of Special Agents; Black Ops of such high capabilities they'd be considered the best at what they do. their mission is to retrieve a sample of the virus for reproduction in the country's own arsenal, to rob the States of it's trump card, as it were. however, security in the Complex is upped for seemingly unknown reasons, the spy turning out to be a double agent working for a third party which wants to ignite hostilities between the US and the unknown country. during the mission, gunfire breaks out and all hell breaks loose. the sample container is penetrated by a stray bullet, releasing the super-virus into the air. soon, everyone in the complex is infected, and one agent, having been closest to the sample when it's safety was compromised, sustains severe infection, becoming a sort of leader to the pack that soon ravages the entire complex. the virus spreads, and as the US struggles to contain it without obvious military force [to avoid global, political suspicion on what the origin might be], more and more towns fall, until the entire state of Pennsylvania is infected. this is where the story begins.
i take inspiration for the plot from various media sources, including the movie rendition of Resident Evil, Dead Rising [game], Left 4 Dead, and 28 days later. comments on it, and improvements, are welcome. as a side note, these zombies will be a compromise between the classic shufflers and the really fast L4D zombies. when first infected, or when coming up from a state of inactivity [due to, for whatever reason, a lack of food], or in the case of cannibalised zombies, which have been half eaten by their bretheren in hunger, they would be somewhat slow and sluggish due to the number of inactive muscles in their body. whereas the completely healthy, active zombies would be almost as fast, or in some cases, faster than human beings.
