necromancy isn't simply manipulating a corpse. that's too inefficient. it's manipulating the mind of a corpse to work for you. that requires a fair amount of power, to first animate the corpse's mind to level where it's operational, and then actually give it the commands. but it's easier than manually controlling the entire body. but, considering alot of effort goes into first animating the corpse's mind, a weak willed person could be manipulated easier than a corpse could. only problem is that the control isn't as long term as it is with a corpse, seeing as the whole way the victim's mind is fighting against the control. eventually, if the necromancer loses focus or stops using him, the victim will regain control of his own body...
