actually, that's something along the lines of the crime boss villain character's activities G4E. The city is starts out pretty well, the villains try to **** it up, heroes try to stop them. Who gets the upper hand depends on the skill of the players

KP said it was alright if I used the Thylacine

There's a big difference between a creature that was bordering on extinction in the 20s, and a Megatherium, Gira. Please consider the difference. I allowed very recently extinct creatures, for the sake of variety. Afterall, ARPG had ISS to compete with [and it was very thoroughly squashed, as anyone present during that time will confirm].

but enough of that.

As for SHRPG, I agree with Doc's points. G4E, Not necessarily the States. By West, it generally means not Asia, Eastern Europe, Africa or Australia. But a general theme set around the States and Western Europe. I'm not saying we cover it all. That'd make activity next to non-existent. What I'm suggesting is to base a fictional city on the elements of those regions. The gap between those two would be blurred very well by a booming tourist industry.

We could make the city a coastal paradise of sorts. A city with white sandy beaches, beautiful architecture, Mega-Corporations competing for dominance of the city's commercial branches [electronics, clothing, vehicles, so on and so forth], a suburban area a fair distance away from the busy centre of the city.

It'd be a city that took pride in it's law enforcement, having specialised Unnatural Combatant Countermeasure Squads (U.C.C.S.), similar to S.W.A.T. teams, that dealt with mutants indiscriminately. Heroes would be appreciated, but not exempt as targets of the law enforcement. For example, if their fighting caused damage to public property or killed civilians, they'd be counted as threats to public safety too. The resulting peace would mean that the city would be a major tourist destination, luring in people from all over the world [which is what I meant by the gap and lines between ethnicities being blurred].

Of course, despite the difficulties villains would face, they stand to gain a lot by targeting a place like this. Be it simple goals like money [which a city that's famous for being a tourist hot spot and coastal paradise would have loads of] or more complex goals such as psychological influence [imagine if a terrorist destroyed what seemed to be the most secure place on earth, without being caught and without warning, taking out thousands or even hundreds of thousands of lives in the process. don't you think everyone would **** themselves when it's mentioned that that same terrorist is believed to be planning a strike somewhere near them, soon? :P].

The heroes, on the other hand, could have a general acceptance from the community similar to the X-Men. Meaning, not much at all. The power they have frightens people [which subsequently sparked the assembly of the U.C.C.S. in the first place. to help improve public safety and keep the peace], and so they're not cared for much. They would in turn be doing their best to fight crime to help get rid of the impression the public has that they are dangerous and need to be destroyed.

Again, while good idea for the setting, the U.C.C.S seems to fall under back story territory. If anything, the group should be introduced and developed as the RPG does, not be established from the start.

yes. That is actually preferable, because it introduces the city as a paradise under seige. the U.C.C.S. [just a place holder name. could be anything later] would be introduced later as a kind of reaction by the RPG to the players.

Now that I am back awake from a LONG night of rest...

I have shifted the location of the city to a new fictional city located where London once was. That should fill out the need of it being located in the West.... however, i do like KP's idea of it being located as a coastal paradise... so perhaps... I could relocate it to Florida...

Fine, DOC... I'll change it around abit... the city WON'T be destroyed (THere goes every single scrap of my original Setting...) but.... well, you'll see... I need to keep some things intact... The explosion that occurs this time will be far more smaller, jsut wrecking a few buildings... but I still need that explosion...

It's already set in the future (2019 IS the future, after all... plus this takes place in a... slightly diffrent timeline than the real world, thus allowing for all sorts of whacky technology, like those seen in Captain America that were used by Hydra...) and we have already gotten a fictional city... the city of Kochi... my own original creation!

Ok, sorry Gira, but we're going to have to make an executive decision and take the reigns on this one. The staff has decided that we will organize the new SHRPG, because of the popularity of the idea. And considering the RPG has already been remade once before, we really don't want this one to suffer the same fate as the other two.

You can stick to your plots, but I'm afraid if your explosion effects the entire city from the start, its out. And the name will be chosen later, along with rule and setting suggestions posted here for everyone to review.

No, the explosion will not affect the entire city... just a small, side-section of the city... one that would normally be abandoned... Plus, said explosion happened years before the actual RPG begins... but it's still important fo rmy plot...

And I am willing to give the reigns over to you Admins... I know that putting this itno the hands of you, Doc, and KP is what's bestfor SHRPG... In my hands... well, just look at Pokemon RPG, then you'll understand...

Don't go emo on us or I'll smack you.

Anyway, the general consensus seems to be a coastal, fictional city in the States (because like Doc said that's where everything seems to be in super hero stuff). I don't know if the last SHRPG even had a name for the city. We can be lame and call it Gotham (without batman and so forth being there, just taking the name) or come up with something that doesn't sound unnaturally Japanese or sound like an STD. Suggestions are welcome.

Rough idea of rules:

1: No killing without permission blah blah.
2: No powerplaying. This includes saying some form of protection is nearly indestructible. Immune to fire, sure, but indestructible? No ******* way. Special weapons that have significance to the character can be protected by being indestructible so they don't lose that part of them.
3: Keep posts descriptive unless responding to a conversation. OOC only posts not allowed.
4: No massive armies. Crime organizations are fine, but we don't want someone joining with an army the size of the US Navy.
5: No positions of power in the city (police chief, mayor, etc).
6: No mass destruction (Leveling the city, or part of it, even building destruction would be very selective).
7: Villains can be violent but you can't kill hordes of people in every post.
8: No one can use known superheroes/villains (Venom, Superman, Wonderwoman, etc). Ripping them off is even seen as bad. And if you take a character from another part of media, it must fit the style of the RPG (IE no cartoon villains like BOWSER).
9: Every character MUST have a weakness. Every character can be beaten one way or another, but a weakness must be something that works against them. Such as an animal-like hero having limited intelligence and therefore can be tricked, or a different hero who has a weakness to one element or another. It has to be clear, and can't be downplayed (Saying if someone cracks him over the head hard enough he will be knocked out isn't a ******* weakness, its common sense).

Thoughts?

Looks good,I can't really see any flaws in it,it's got all the basics of an rpg rules list,no power playing,no completely OCC posts etc etc so there doesn't seem to be any room for excuses if someone goes against the rules

Emo? ME?!?! Oh no, TT... I won't go emo on you anytime soon...

And I sorta like th erules you put forth... And even if you didn't add in Rule 8, I'd rather kill myself than put Bowser in SHRPG... like you said, he doesn't fit in there... he's far too cartoonish for SHRPG... I like him, but this ain't his place... Still, I like th erules, though Rule 6 is going to make me have to think things through abit... (Note: MUCH smaller explosion... )... and how on earth does Kochi sound japanese? It sounds more...Spanish or something like that rather than Japanese...

Yeah, and upon further investigation it is really the name of a city, in India. So no bueno.

And the second part of that statement was a nod to what CS suggested over Steam, if anyone cares to know.

Naming it after a band....you know that isn't such a bad idea, especially since Nirvana sounds like something a city could be named it it actually existed
