Okay.... so the Neo-Tokyo idea seems like it could work so far, and the idea of a nuclear Meltdown could work too. The only thing is that we need some meat to the story of why the Nuclear Meltdown occured. Here's something I thought up in about 5 minutes:
Oil began to run out, and the world needed to find new ways to fuel their vehicles and such. As an alternative, they began to use electricity, but most of what was used ran on Nuclear power. Due to high usage and poor maintenance, the Plants began to destroy themselves. Thankfully, most of them were cleaned up before anything too horrible could happen, but one of the plants completely melted down and affected a huge number of he populace. most of the people exposed to the radiation died, but some of them seemed to be unaffected by the deadly substances: in fact, it seemed to do the opposite and gave them superhuman abilities. curious as to how this would work, scientists and buisnesses alike began to test these people, dubbed "superbeings", to try and discover how they were unaffected by the radiation. However, they were not the only supers made. Many other supers came as a result of lab experiments by pharmasutical companies... and not all of these new mutations were friendly.
