also, contrary to your apparent belief, not every country reaches the hundred million mark. Kuwait itself only has about 4-5 million people in it, and that's counting foreigners.
If you hit Iraq in it's current state, you'd be condemned as a War Criminal. Would probably end up like Saddam, or Hitler for that matter. You know who the last person who invaded Kuwait was? Iraq. Now look at them. not much left.

Kuwait's small, but it's got a lot of allies. You'd be opening a concentrated can of Hell-on-earth if you tried to hit it

The US and United Kingdom would be the first. then you have the rest of the GCC [Saudi Arabia, Qatar, Bahrain, the UAE, Oman, so on and so forth], countries in the Far East, the European Union, so on and so forth.
a snow machine would break down in a matter of hours. Temperatures in excess of 140 degrees make snow an impossibility. plus, you'd have no sufficient source of water to make said snow. the air is really dry here except for when we get drafts from the South East, the Gulf Area. And water is becoming more and more expensive globally.
so yeah. you're out of options
